Europe’s failure to tackle coal: risks for the EU’s low carbon transition

Despite massive investment in renewables and electricity demand falling, coal emissions in the European Union (EU) rose 6% from 2010 to 2013. In 2013, coal emissions alone contributed to 18% of total EU CO2 emissions, which is as much as all road transport. This report argues that if the EU climate policy can’t stop coal then it’s not credible.
